SECTION 1. This Act shall be known as the "PUP-Santa Rosa Campus Act". SEC. 2. There is hereby established a campus of the Polytechnic University of the Philippines (PUP), hereinafter Laguna, to be known as the PUP-Santa Rosa Campus. referred to as the University, in the City of Santa Rosa, Province of Laguna, to be known as the PUP-Santa Rosa Campus. SECTION 1. Short Title - This Act shall be known as the "Santa Rosa City District Hospital Act". SECTION 2. Establishment of the district hospital - A one hundred (100) bed capacity district hospital is hereby established in Barangay Market Area, City of Santa Rosa, Province of Laguna, to be known as the "Santa Rosa City District Hospital". SECTION 3. Supervision - The Santa Rosa City District Hospital shall be under the direct administrative supervision of the local government of the City of Santa Rosa with the technical support from the Department of Health. SECTION 4. Appropriations The amount of Two Hundred Fifty Million Pesos (Php250,000,000) necessary to carry out the provisions of this Act and shall be included in the General Appropriations Act immediately following the year of the enactment of this law. SECTION 5. Repealing Clause - All laws, decrees, executive orders, proclamations, rules and regulations, or parts thereof inconsistent herewith are hereby repealed or modified accordingly. SECTION 6. Effectivity - This Act shall take effect fifteen (15) days after its publication in at least two (2) national newspapers of general circulation.

SECTION 1: Secton 443 of Republic Act No 7160, otherwise known as the "Local Government Code of 1991" is hereby amended to read as follows: Sec 443 Officials of the Municipal Government. (a) There shall be in each municipality a municipal mayor , a municipal vice mayor, sangguniang bayan members, a secretary to the sangguniang bayan, municipal treasurer, a municipal assessor, a municipal accountant, a municipal budget officer, a municipal planning and development coordinator, a municipal engineer / building official, a municipal health officer, and a municipal civil registrar. IN MUNICIPALITIES, A TOURISM AND CULTURAL AFFAIRS OFFICER SHALL ALSO BE APPOINTED, IN ACCORDANCE WITH THE QUALIFICATIONS SET FORTH IN REPUBLIC ACT NO 9593, OTHERWISE KNOWN AS THE "TOURISM ACT OF 2009" AND REPUBLIC ACT NO 10066, OTHERWISE KNOWN AS THE "NATIONAL CULTURAL HERITAGE ACT OF 2009". Access to quality education is a right guaranteed by our Constitution, and at its core is the simple truth that every child should have the tools they need to learn. Yet for far too many Filipino learners, especially in public schools, textbooks remain out of reach, whether because they are too expensive, outdated, or simply unavailable. In today's world, where digital access is increasingly woven into how we learn and communicate, we must act with urgency and compassion to close this gap. This bill seeks to do just that by requiring that all textbooks approved for use in basic education by the Department of Education (DepEd) be made available in digital format, free of charge. Under this measure, authors and publishers will be required to submit digital copies of approved textbooks to DepEd, which will then make them accessible to learners and teachers through official platforms or other secure, authorized channels. This policy reflects our belief that education must be inclusive, equitable, and responsive to the realities of the 21st century. The bill also supports the development and use of Open Educational Resources (OER), which are teaching and learning materials that are either in the public domain or freely available under open licenses. These resources enable no-cost access, adaptation, and sharing, empowering both educators and learners to be more creative, flexible, and responsive in the learning process.
