Arcillas began her political career in 1984 at the age of 15, when she was elected Kabataang Barangay Federation President of Santa Rosa, encouraged by her father. She returned to local politics in 2004, winning as senior city councilor. Following the assassination of her father in 2005, she was elevated to Vice Mayor. In October 2006, she became Acting Mayor after the suspension of then-Mayor Jose Catindig Jr. She was elected Mayor in 2007, becoming the first woman mayor of Santa Rosa at age 38. She served three consecutive terms until 2016. From 2016 to 2019, she served as Representative of Laguna’s 1st District, authoring bills for the creation of Santa Rosa’s lone legislative district. She returned as Mayor in 2019, swapping roles with Dan Fernandez, and has since been re-elected in 2022 and 2025. She is affiliated with Lakas–CMD (2022–present), having previously been with PDP–Laban and the Liberal Party. Arlene Arcillas is married to a man surnamed Nazareno. She is the mother of two children: Angelo Jose and Monica Gabrielle. Monica was the second nominee for the ALONA Partylist in 2022. She is the older sister of Arnold Arcillas, the current Vice Mayor of Santa Rosa.
