SECTION 1. Two (2) additional branches of the Regional Trial Court and one (1) additional branch of the Municipal Trial 2 Court in Cities, to be stationed in the City of Santa Rosa, Province of Laguna, are hereby created in the Fourth Judicial Region. The Supreme Court shall assign the respective branch numbers for the newly created branches of the Regional Trial Court and Municipal Trial Court in Cities. SEC. 2. The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, shall immediately include in the Court's program the operationalization of two (2) additional branches of the Regional Trial Court and one (1) additional branch of the Municipal Trial Court in Cities, to be stationed in the City of Santa Rosa, Province of Laguna. Amended the Philippine Passport Act of 1996 to extend the validity of regular passports to ten (10) years for citizens aged 18 and older. Minors (under 18) still receive a five-year valid passport. The law took effect on January 1, 2018, aiming to ease travel, especially for OFWs. Article IV of the 1987 Constitution has prescribed the rules and standards on apportionment of legislative district under its Section 5 which provides: Section 5. (1) The House of Representatives shall be composed of not more than two hundred and fifty members, unless otherwise fixed by law, who shall be elected from legislative districts apportioned among the provinces, cities, and the Metropolitan Manila area in accordance with the number of their respective inhabitants, and on the basis of a uniform and progressive ratio, and those who, as provided by law, shall be elected through a party-list system of registered national, regional, and sectoral parties or organizations. (3) Each legislative district shall comprise, as far as practicable, contiguous, compact, and adjacent territory. Each city with a population of at least two hundred fifty thousand, or each province, shall have at least one representative. (4) Within three years following the return of every census, the Congress shall make a reapportionment of legislative districts based on the standards provided in this section. SECTION 1. Lone Legislative District. - The City of Santa Rosa is hereby separated from the First Legislative District of the Province of Laguna to constitute the Lone Legislative District of the City of Santa Rosa, which shall commence in the next national and local elections after the effectivity of this Act. SEC. 2. Incumbent Representative. - The incumbent Representative of the First Legislative District of the Province of Laguna shall continue to represent the said district until the new Representative of the Lone Legislative District of the City of Santa Rosa shall have been elected and qualified. SEC. 3. Rules and Regulations. - Within sixty (60) days from the effectivity of this Act, the Commission on Elections shall issue the necessary rules and regulations to implement the provisions of this Act. SEC. 4. Repealing Clause. - Section 59 of Republic Act No. 9264, otherwise known as the "Charter ofthe City of Santa Rosa", and all other laws, rules and regulations, which are inconsistent with this Act, are hereby repealed, amended or modified accordingly. SEC. 5. Effectivity. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. SECTION 1. This Act shall be known as the "PUP-Santa Rosa Campus Act". SEC. 2. There is hereby established a campus of the Polytechnic University of the Philippines (PUP), hereinafter Laguna, to be known as the PUP-Santa Rosa Campus. referred to as the University, in the City of Santa Rosa, Province of Laguna, to be known as the PUP-Santa Rosa Campus. SEC. 3. SECTION 1. Short Title - This Act shall be known as the "Santa Rosa City District Hospital Act". SECTION 2. Establishment of the district hospital - A one hundred (100) bed capacity district hospital is hereby established in Barangay Market Area, City of Santa Rosa, Province of Laguna, to be known as the "Santa Rosa City District Hospital". SECTION 3. Supervision - The Santa Rosa City District Hospital shall be under the direct administrative supervision of the local government of the City of Santa Rosa with the technical support from the Department of Health. SECTION 4. Appropriations The amount of Two Hundred Fifty Million Pesos (Php250,000,000) necessary to carry out the provisions of this Act and shall be included in the General Appropriations Act immediately following the year of the enactment of this law. SECTION 5. Repealing Clause - All laws, decrees, executive orders, proclamations, rules and regulations, or parts thereof inconsistent herewith are hereby repealed or modified accordingly. SECTION 6. Effectivity - This Act shall take effect fifteen (15) days after its publication in at least two (2) national newspapers of general circulation.

(a) There shall be in each municipality a municipal mayor , a municipal vice mayor, sangguniang bayan members, a secretary to the sangguniang bayan, municipal treasurer, a municipal assessor, a municipal accountant, a municipal budget officer, a municipal planning and development coordinator, a municipal engineer / building official, a municipal health officer, and a municipal civil registrar. Access to quality education is a right guaranteed by our Constitution, and at its core is the simple truth that every child should have the tools they need to learn. Yet for far too many Filipino learners, especially in public schools, textbooks remain out of reach, whether because they are too expensive, outdated, or simply unavailable. In today's world, where digital access is increasingly woven into how we learn and communicate, we must act with urgency and compassion to close this gap. This bill seeks to do just that by requiring that all textbooks approved for use in basic education by the Department of Education (DepEd) be made available in digital format, free of charge. Under this measure, authors and publishers will be required to submit digital copies of approved textbooks to DepEd, which will then make them accessible to learners and teachers through official platforms or other secure, authorized channels. This policy reflects our belief that education must be inclusive, equitable, and responsive to the realities of the 21st century. The bill also supports the development and use of Open Educational Resources (OER), which are teaching and learning materials that are either in the public domain or freely available under open licenses. These resources enable no-cost access, adaptation, and sharing, empowering both educators and learners to be more creative, flexible, and responsive in the learning process. SECTION 1. The provincial road connecting the Barangays of San Vicente, Calendola and San Antonio, in the City of San Pedro, Province of Laguna, is hereby converted into a national road under the supervision of the Department of Public Works and Highways. SEC. 2. The Secretary of Public Works and Highways shall include in its program the improvement, maintenance and repair of the said road, the funding of which shall be included in the annual General Appropriations Act. The Revised Penal Code, under Article 365, punishes acts committed through criminal negligence or imprudence-offenses that may not stem from malicious intent but often leave behind consequences just as devastating. These are the cases of lives lost in road crashes, of patients who never wake up from what should have been routine procedures, of workers buried under collapsed scaffolding, or families grieving over a loved one's death in what is labeled an "accident." We have seen these stories unfold too many times, and yet, the law has remained slow in catching up with the weight of these tragedies. While justice recognizes the distinction between intentional wrongdoing and reckless disregard, the reality is that the pain endured by victims is no less real simply because the harm was unintended. A life taken by negligence is still a life lost. A family broken by reckless acts still faces the same anguish, the same questions, and often, the same lack of closure. Our laws must evolve to reflect not just the intent behind an act, but also its impact. Increasing the penalties for quasi-offenses is not about punishing honest mistakes-it is about drawing a firm line against inexcusable negligence that could have been prevented with due diligence. It is about compelling drivers, doctors, engineers, employers, and all professionals in high-stakes environments to act with the highest regard for human life. It is about sending a message that accountability must exist not only where there is intent to harm, but also where there is a failure to care.
