EXPLANATORY NOTE Since 1998, I did not vote for the passing of the Oil Deregulation Law and in 2022, I pushed for the review of this particular law. RA 8479 liberalized and deregulated the downstream oil industry, intended to ensure true competitive pricing among players in the local oil industry. It allowed the local oil industry players to adjust the prices of gasoline, diesel, kerosene every week. Prior to RA 8479, the Energy Regulatory Board considered the dollar cost of imported crude oil and the foreign exchange rate, and fixed prices of petroleum products. A budgetary allocation maintained by the national government called the Oil Price Stabilization Fund (OPSF) automatically absorbed any price change incurred by the oil companies in importing crude oil, which is not reflected in the selling price.1 It is high time to give back to the state the authority to manage fuel prices. Now that our petroleum prices are directly impacted by the geopolitical tension in the Middle East, transparency, scrutiny and uniformity in pricing are needed more than ever. The local government of pasig has completed the purchase of electric minibus vehicles for a total cost of almost PHP20M, estimated at almost PHP4M per unit. Under the supervision of the City Transportation Development and Management Office (Pasig Transport), the new vehicles will be deployed as part of the Free Ride Program. The said e-buses have a seating capacity of 22 and can carry an additional 8 standing passengers per trip. The inauguration ceremony of five electric minibuses for the Free Ride Program of the Pasig City Government was held morning of March 23, 2026, after the weekly flag raising ceremony. Mayor Vico Sotto, Congressman Romulo, Vice Mayor Jaworski, and members of the 12th Sangguniang Panlungsod joined the activity. In his message, Mayor Vico Sotto shared that the availability of public electric vehicles is timely because it will truly help Pasigueños, amidst the oil crisis.

President Ferdinand R. Marcos Jr. has signed into law a measure authorizing the suspension or reduction of excise taxes on petroleum products once global oil prices reach a set threshold, providing the government with a key tool to cushion the impact of rising fuel costs on the economy. Republic Act 12316 allows the President, upon recommendation of the Development Budget Coordination Committee (DBCC) and in coordination with the Energy Secretary, to suspend or reduce fuel excise taxes if Dubai crude oil price reaches or exceeds US$80 per barrel for one month. The law states that any suspension or reduction of fuel excise taxes can only last up to three months, but not more than one year in total, and taxes will automatically return to their original rates either one week after the one-month average Dubai crude oil price drops below US$80 per barrel, as certified by the Department of Energy, or after three months—whichever comes first. “The power of the President to temporarily suspend or reduce the excise tax on petroleum products granted under this Section shall be exercised only until December 31, 2028,” the law stated.
