Nursing is a profession rooted in care and compassion. But for many aspiring Filipino nurses, the journey toward this noble calling is made more difficult by the cost of their education, especially the burden of paying for Related Learning Experiences (RLES). RLES are not optional. They are a vital, mandated part of the Bachelor of Science in Nursing (BSN) curriculum, as required by CHED Memorandum Order No. 14, Series of 2009. These hands-on clinical experiences are what prepare nursing students to confidently and competently serve in hospitals, communities, and other real-world healthcare settings. Yet, despite the passage of the Universal Access to Quality Tertiary Education Act (RA 10931), which guarantees free tuition and other school fees in State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCS), many nursing students are still charged fees for RLES. These can include expenses for training, transportation, insurance, and fees charged by dinical sites. For students from low-income families, these added costs are not just inconvenient-they are barriers that put their dreams and futures at risk. WHEREAS, kidney disease remains one of the top causes of morbidity and mortality in the Philippines, with thousands of Filipinos suffering from end-stage renal disease and relying on dialysis or transplants for survival; WHEREAS, kidney transplantation is the most cost-effective and lifeprolonging treatment for patients with irreversible kidney failure, yet there is a severe shortage of available kidney donors in the country; WHEREAS, Republic Act No. 7170, or the "Organ Donation Act of 1991," authorizes the donation of human organs and tissues after death but lacks updated provisions that reflect recent medical developments, ethical considerations, and the urgent need to increase organ donation rates; WHEREAS, there is a growing public sentiment in favor of allowing donors to designate preferred beneficiaries of their donated organs-particularly family members or loved ones-to ensure they are prioritized; WHEREAS, while it is noble to donate organs to third parties in instances their preferred beneficiaries are not compatible none of them require transplant at the time of passing, covering the costs of the decedent after their death, among others, still exists; thus to appease loved ones who will shoulder such costs, financial and social assistance should be provided to the surviving legal or preferred beneficiaries of the deceased donor, in recognition of their contribution to the public good; WHEREAS, there is a need to strengthen public awareness campaigns, living donor support systems, and the implementation of a transparent and ethical National Organ Donor and Recipient Registry; WHEREAS, a comprehensive review of Republic Act No. 7170 is necessary to craft responsive and compassionate policies that will promote a culture of organ donation, uphold donor rights and intent, and provide support to donor families; For further reading: https://docs.congress.hrep.online/legisdocs/basic_20/HR00224.pdf https://www.congress.gov.ph/house-members/view/?member=L031&name=DIMAGUILA%2C+WALFREDO+%22ARMAN%22+R.%2C+JR.&page=0

During times of crisis, whether brought by a pandemic, disaster, or economic downturn, the so-called ayuda or emergency cash assistance has proven to be a vital lifeline for many Filipino families. It provides immediate relief and restores a sense of hope in the hardest moments. But while ayuda helps people survive today, we must also ask: how do we help them thrive tomorrow? Cash assistance alone cannot create jobs, build skills, or offer a stable path to a better life. When relied on as a long-term solution, it risks deepening dependence and straining limited public resources without addressing the root causes of joblessness and economic vulnerability. This bill proposes a more sustainable and empowering alternative: the Bayanihan Work Program, a national jobs guarantee program that ensures any Filipino who is willing and able to work can do so with dignity, purpose, and fair compensation. Instead of handing out aid, we invest directly in people's labor, potential, and pride. The Program affirms every Filipino's right to decent work and provides a meaningful response to unemployment, especially during periods of economic disruption, technological change, or regional disparity. Senate Committee on Migrant Workers Chairperson Raffy Tulfo has renewed his call for a deployment ban of new Filipino household service providers or kasambahays to Kuwait following recent killings of Pinoy domestic workers in said country. The victims include Dafnie Nacalaban. During a Senate hearing on Tuesday Jan. 21, Tulfo also stated that he receives an average of 150 complaints from OFWs from different parts of the world who were either abused, maltreated or not properly compensated by their foreign employers.

The DOF issued Circular No. 003-2024, directing the transfer of PHP 89.9 billion to the National Treasury, representing the fund balance or excess reserve funds of the PhilHealth. In compliance, the PhilHealth remitted PHP 60 billion to the National Treasury in three tranches. The SC issued a temporary restraining order (TRO) against the transfer of the remaining PHP 29.9 billion PhilHealth funds and the further implementation of Special Provision 1(d) of the 2024 GAA and DOF Circular No. 003-2024.
