The Revised Penal Code, under Article 365, punishes acts committed through criminal negligence or imprudence-offenses that may not stem from malicious intent but often leave behind consequences just as devastating. These are the cases of lives lost in road crashes, of patients who never wake up from what should have been routine procedures, of workers buried under collapsed scaffolding, or families grieving over a loved one's death in what is labeled an "accident." We have seen these stories unfold too many times, and yet, the law has remained slow in catching up with the weight of these tragedies. While justice recognizes the distinction between intentional wrongdoing and reckless disregard, the reality is that the pain endured by victims is no less real simply because the harm was unintended. A life taken by negligence is still a life lost. A family broken by reckless acts still faces the same anguish, the same questions, and often, the same lack of closure. Our laws must evolve to reflect not just the intent behind an act, but also its impact. Increasing the penalties for quasi-offenses is not about punishing honest mistakes-it is about drawing a firm line against inexcusable negligence that could have been prevented with due diligence. It is about compelling drivers, doctors, engineers, employers, and all professionals in high-stakes environments to act with the highest regard for human life. It is about sending a message that accountability must exist not only where there is intent to harm, but also where there is a failure to care. SECTION 1. The GSIS-Sampaguita Road connecting Barangays Calendola, Riverside and Narra, in the City of San Pedro, Province of Laguna, is hereby converted into a national road under the supervision of the Department of Public Works and Highways. SEC. 2. The Secretary of the Department of Public Works and Highways shall include in its program the improvement, maintenance and repair of the said road, the funding of which shall be included in the annual General Appropriations Act. SEC. 3. This Act shall take effect fifteen (15) days after its publication in the Official Gazette. As we evolve and live in modern times, technology has also reached education through modern innovations in the digital world by adopting hybrid formats. Access to stable internet and telecommunications services have become a fundamental component of learning. However, a significant number of students, particularly from low to middle-income families, face challenges due to the high cost of mobile data and internet services. This bill aims to institutionalize and expand the Twenty percent (20%) discount students have the privilege to use on fares-this time on mobile prepaid load, postpaid plans, and internet services to support online learning and digital education. It also provides qualifications and safeguards to prevent abuse and ensure fairness. Furthermore, this bill obliges telecommunication companies to cooperate in implementing the privilege and imposes penalties for unjustified non-compliance. Through the help of Senator Paolo Benigno "Bam" A. Aquino IV, his Senate Bill on the "Act Institutionalizing the Grant of Student Load Discount Privilege on Mobile and Internet Services and For Other Purposes" served as an inspiration for this Bill and hopes to streamline the two in unifying the same intent and purpose. SECTION 1. Forest Park. - Each city or municipality with available lands of the public domain within its territorial jurisdiction is hereby mandated to set aside one (1%) percent of the lands for the establishment and maintenance of forest park. SEC. 2. Local Seed Bank. - For the effective implementation of this Act, each city or municipality shall maintain a seed bank from which the local residents can draw seeds or saplings and learn proper planting technology. The Department of Environment and Natural Resources (DENR), through the Bureau of Plant Industry (BPI), shall regularly contribute to the local seed banks, identify the species of trees to be distributed and determine the proper planting technology to be employed, in consideration of the different topographies, climates, soil types and other conditions in each city or municipality. Section 1. Short Title - This Act shall be known as the "Responsible Use ofthe Internet Act". Section 2. The Department of Education, in coordination with the Departments of Social Welfare and Development and the Science and Technology, shall conceptualize and develop age appropriate module/s for the inclusion of the responsible use ofthe internet, video/photo equipment, smart phones, and the likes in the curriculum of primary and secondary schools. Section 3. Coverage of the modules - The modules shall cover but will not be limited to the following topics: (a) respecting and protecting privacy sending/accessing personal information on the internet; (b) understanding computer security systems - schools, churches, government and non-government agencies; (c) on-line gender sensitivity; (d) the proper use of "social networking" - facebook, twitter, MySpace, blogging, instagram; (e) Cybercrime Prevention Act and other related instruments. Section 4. Revision/Updating of the modules -The modules may be revised or updated every two(2) years to keep abreast with the developments in technology and legislation. Mayor Torres facilitated the establishment of the first Municipal Trial Court within the municipality, bringing judicial services closer to residents. Previously, citizens had to travel to nearby towns for hearings and legal proceedings. Context: Local leaders recognized that limited access to courts delayed justice and disproportionately affected low-income constituents. Mayor Torres advocated for the court to address this gap. Execution: She coordinated with the Supreme Court, the Department of Justice, and local government offices for infrastructure, staffing, and operational support. The inauguration included ceremonial sessions attended by legal officials. Impact: Enabled faster processing of local cases, reduced travel and legal costs for residents, and improved overall access to justice in GMA. Nursing is a profession rooted in care and compassion. But for many aspiring Filipino nurses, the journey toward this noble calling is made more difficult by the cost of their education, especially the burden of paying for Related Learning Experiences (RLES). RLES are not optional. They are a vital, mandated part of the Bachelor of Science in Nursing (BSN) curriculum, as required by CHED Memorandum Order No. 14, Series of 2009. These hands-on clinical experiences are what prepare nursing students to confidently and competently serve in hospitals, communities, and other real-world healthcare settings. Yet, despite the passage of the Universal Access to Quality Tertiary Education Act (RA 10931), which guarantees free tuition and other school fees in State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCS), many nursing students are still charged fees for RLES. These can include expenses for training, transportation, insurance, and fees charged by dinical sites. For students from low-income families, these added costs are not just inconvenient-they are barriers that put their dreams and futures at risk. WHEREAS, kidney disease remains one of the top causes of morbidity and mortality in the Philippines, with thousands of Filipinos suffering from end-stage renal disease and relying on dialysis or transplants for survival; WHEREAS, kidney transplantation is the most cost-effective and lifeprolonging treatment for patients with irreversible kidney failure, yet there is a severe shortage of available kidney donors in the country; WHEREAS, Republic Act No. 7170, or the "Organ Donation Act of 1991," authorizes the donation of human organs and tissues after death but lacks updated provisions that reflect recent medical developments, ethical considerations, and the urgent need to increase organ donation rates; WHEREAS, there is a growing public sentiment in favor of allowing donors to designate preferred beneficiaries of their donated organs-particularly family members or loved ones-to ensure they are prioritized; WHEREAS, while it is noble to donate organs to third parties in instances their preferred beneficiaries are not compatible none of them require transplant at the time of passing, covering the costs of the decedent after their death, among others, still exists; thus to appease loved ones who will shoulder such costs, financial and social assistance should be provided to the surviving legal or preferred beneficiaries of the deceased donor, in recognition of their contribution to the public good; WHEREAS, there is a need to strengthen public awareness campaigns, living donor support systems, and the implementation of a transparent and ethical National Organ Donor and Recipient Registry; WHEREAS, a comprehensive review of Republic Act No. 7170 is necessary to craft responsive and compassionate policies that will promote a culture of organ donation, uphold donor rights and intent, and provide support to donor families; For further reading: https://docs.congress.hrep.online/legisdocs/basic_20/HR00224.pdf https://www.congress.gov.ph/house-members/view/?member=L031&name=DIMAGUILA%2C+WALFREDO+%22ARMAN%22+R.%2C+JR.&page=0

During times of crisis, whether brought by a pandemic, disaster, or economic downturn, the so-called ayuda or emergency cash assistance has proven to be a vital lifeline for many Filipino families. It provides immediate relief and restores a sense of hope in the hardest moments. But while ayuda helps people survive today, we must also ask: how do we help them thrive tomorrow? Cash assistance alone cannot create jobs, build skills, or offer a stable path to a better life. When relied on as a long-term solution, it risks deepening dependence and straining limited public resources without addressing the root causes of joblessness and economic vulnerability. This bill proposes a more sustainable and empowering alternative: the Bayanihan Work Program, a national jobs guarantee program that ensures any Filipino who is willing and able to work can do so with dignity, purpose, and fair compensation. Instead of handing out aid, we invest directly in people's labor, potential, and pride. The Program affirms every Filipino's right to decent work and provides a meaningful response to unemployment, especially during periods of economic disruption, technological change, or regional disparity. The TRAIN law was enacted in December 2017 and took effect on January 1, 2018, amending the income tax rates for individuals. Meanwhile, several laws were passed like the EOPT, VAT on Digital Providers, CREATE Act, CREATE More, and the CMEPA, that amended several provisions of the NIRC as amended. Incentives were provided to certain sectors of taxpayers. It is about time that individual income taxpayers are given relief from the tax burden by amending the tax schedules imposed under the TRAIN LAW, increasing the threshold exempt from the tax, and lowering the rates accordingly. This is in pursuit of fairness and compassion for our taxpayers, especially the middle-income tax group. In view of the foregoing, the immediate passage of this bill is earnestly sought. Pending before the 19th Congress were House Bill No. 117, introduced by the Hon. Roy M. Loyola, 5th District, Cavite and House Bill No. 1767, introduced by the Hon. Marlyn B. Alonte, Lone District, Biñan City, Laguna, similarly seeking to amend Sections 15 and 16 of Republic Act No. 10071, otherwise known as the "Prosecution Service Act of 2010." The bills which intend to correct and update the qualifications, ranks, and category of prosecutors as a consequence of the upgrading by the Supreme Court of the salary grades of first level trial courts, has been duly approved by the Committee on Justice of the Nineteenth (19th) Congress. Section 16 of Republic Act No. 10071 provides that qualifications for appointment, rank, category, prerogatives, salary grade and salaries, allowances, emoluments, retirement benefits and other privileges of prosecutors shall be the same as those of the corresponding justices and judges, and that any increase in the salaries, allowances or retirement benefits or any upgrading of salary grades of the justices or judges to whom said emoluments are assimilated shall apply to the corresponding prosecutors.
