I agree that she can launch these programs since she has no control over the cabinet secretaries (especially on DSWD) except the president of the Philippines. Not unless the president implement an executive order that gives vice president authorization to have command privilege to specific cabinet secretaries.
This act should ensure that all users holding sim card numbers have identity if implemented properly for accountability purposes.
