Secretary of Agriculture
Signed the Most Corrupt Budget 2025 but was not held liable and Not Accountable for his recklessness
This initiative reflects a clear focus on protecting vulnerable groups. OFWs often face legal and financial challenges when working abroad, and having free legal assistance could significantly reduce exploitation. At the same time, strengthening consumer rights addresses issues that affect everyone locally, like unfair pricing or substandard goods. Tulfo’s approach combines public service experience with legislative action, showing a practical understanding of common struggles. Positive View The bills offer real benefits for Filipinos. For OFWs, immediate access to legal support could prevent abuse by employers or illegal recruiters. Consumers could enjoy fairer pricing and higher-quality products. These measures also show government responsiveness, which can build trust among citizens and reinforce the value of civic protection. Negative View Potential challenges include the implementation and monitoring of these measures. Free legal assistance and stricter enforcement require resources and manpower. Without proper follow-through, the bills might end up symbolic rather than impactful. Con View Supporters would argue that Tulfo’s proposals are practical and citizen-focused, targeting real problems that affect everyday lives. They see this as a proactive step to empower individuals and safeguard rights, reflecting his hands-on experience in public service. Cos View Critics may question whether the government can sustain the programs effectively or if the penalties will be enforced consistently. There may also be concerns about bureaucratic delays or corruption that could undermine the benefits. Short-Term Impact In the near term, OFWs and consumers may gain hope and awareness that their rights are being prioritized. Legal aid programs and stricter penalties could start as pilot initiatives, immediately helping some affected individuals. Long-Term Impact If successfully implemented, these measures could create lasting protections for OFWs and local consumers, reducing exploitation and unfair business practices. Over time, consistent enforcement could also foster a culture of accountability, transparency, and trust in public institutions. Conclusion and Strategy Improvement Short Term Strategy - Launch pilot programs for free legal assistance for OFWs. - Begin consumer awareness campaigns about rights and protections. - Identify and prioritize enforcement for illegal recruiters and price-gouging incidents. Long-Term Strategy - Establish a sustainable fund and dedicated agencies to manage legal assistance for OFWs. - Implement strict monitoring and evaluation systems for consumer protection. - Promote education campaigns for citizens and businesses about rights, obligations, and penalties. - Regularly review and update policies to close loopholes and adapt to new challenges. Optional Strategy Depth - Loopholes may include underreporting of violations or recruiters operating abroad beyond local jurisdiction. - These could be abused by unscrupulous agents or businesses. - Solutions include intergovernmental cooperation, digital reporting platforms, and stricter vetting of recruiters. - Continuous awareness campaigns can help citizens recognize and report abuses, preventing future exploitation. Overall, Tulfo’s legislative effort blends practical public service experience with formal policy action, offering tangible protections while highlighting areas that need careful execution for long-term success.
Senator (Seat 13)
He is known for his charitable works, yet he does not boast about them in front of the media or on any social media platform. He is similar to the Dutertes in that he does not need cameras to help those in need.
Mayor of Pasig
He was extremely vocal against the Discayas, who were his rivals during the election, yet when it comes to the officials allegedly involved in irregularities in flood control projects, he has remained silent.

When I was still a child, Tatay Digong was not yet the mayor. The president at that time was Ferdinand Marcos Sr.. I may have witnessed two mayors before Tatay Digong came into office. Before he entered the scene, crime in Davao City was severe. There were times when grenades were thrown into churches. Even when I was just a child buying bread at 6:00 in the morning from a nearby corner store, I would sometimes pass by a crowd gathered around a lifeless body lying in the gutter along the sidewalk. Robberies and theft were rampant back then. There were many snatchers. Crimes were committed openly, even in broad daylight. Things changed when Rodrigo Duterte became mayor. That is why many of us who grew up during that time feel a deep sense of gratitude to him, because our lives became more peaceful as we grew older. It is just saddening that he once dreamed of improving the Philippines and instilling discipline among its citizens, yet what he seems to be facing now feels like hardship in return. Sometimes I think that perhaps we should not have allowed him to serve as president. Our life in Davao City was already good. I only hope he could have simply retired here peacefully and happily, if he had not been urged to run for president.

From a citizen's perspective, the scale of ‘Build, Build, Build’ is impressive. Roads, bridges, and flood control projects have a visible impact on daily life, reducing travel time and potentially mitigating flooding risks. These developments can strengthen the economy by improving connectivity and creating jobs in construction and related sectors. However, the program is not without challenges. Some projects faced delays or cost overruns, and there have been concerns about transparency and prioritization. While the vision was ambitious, implementation hurdles remain, and oversight is critical to prevent inefficiencies or misuse of public funds. Positive View The program accelerates infrastructure modernization, directly benefiting commuters, businesses, and local economies. Improved roads and bridges increase mobility and trade efficiency. Flood control projects can reduce damage during typhoons, protecting communities and livelihoods. Villar’s continued oversight as senator helps maintain focus on project completion and budget accountability. Negative View Risks include mismanaged budgets, delayed projects, and insufficient attention to environmental and social impact. Some communities may feel excluded from planning or experience temporary disruption due to construction. Without strong monitoring, there’s also potential for corruption or poor-quality work. Con View Supporters can point out the tangible progress in roads, bridges, and public infrastructure. The program has created jobs, stimulated local economies, and set a foundation for long-term development. Many citizens benefit from faster commutes and improved public services. Cos View Critics may highlight inconsistencies in project quality, regional disparities, or transparency concerns. There are instances where construction caused temporary displacement or environmental stress. Some may argue that funds could have been more evenly distributed or better monitored. Short-Term Impact In the near term, ongoing projects continue to improve transport efficiency and provide employment. Monitoring and auditing can prevent further cost overruns and ensure projects are completed as promised. Long-Term Impact Over time, well-implemented infrastructure can boost economic growth, regional development, and resilience against natural disasters. Poorly managed projects, however, risk financial waste, safety hazards, and public dissatisfaction. Conclusion and Strategy Improvement Short Term Strategy • Strengthen project monitoring and auditing to ensure timely completion and proper use of funds. • Improve communication with affected communities to minimize disruptions and gather feedback. • Prioritize maintenance of completed projects to ensure longevity and safety. Long-Term Strategy • Institutionalize transparent reporting mechanisms for infrastructure spending and progress. • Integrate environmental and social assessments in all major projects. • Promote capacity building within DPWH and local governments to sustain long-term infrastructure planning and maintenance. • Encourage citizen participation and oversight to maintain accountability and trust. By combining continued oversight with stronger transparency and planning, the benefits of ‘Build, Build, Build’ can be maximized while minimizing risks, creating lasting impact for communities across the Philippines.
