EO 94 creates an illusion of accountability. An 'independent' commission formed by the President cannot credibly investigate massive public works anomalies when the primary figures implicated include his own relatives and closest political allies. Without true structural independence, the ICI acts merely as a buffer to protect the administration's interests rather than a genuine watchdog for the public.
