Luis Meinardo Pagulayan

Commissioner Atty. Luis Meinrado C. Pañgulayan, CESO I is a member of the Civil Service Commission (CSC) of the Philippines. He was appointed ad interim on February 10, 2025, and confirmed by the Commission on Appointments on June 4, 2025. His term is scheduled to last until February 2, 2032. He was appointed by President Ferdinand R. Marcos, Jr. and holds the rank of Career Executive Service Officer (CESO) I. Prior to joining the CSC, he served as Undersecretary for Policy, Planning and Research and Undersecretary for Legal Affairs at the Department of Agrarian Reform (DAR), and held board-level positions in the Land Bank of the Philippines (LBP) and the Development Academy of the Philippines (DAP). Commissioner Pañgulayan plays a key role in modernizing the Philippine bureaucracy, leading initiatives under the Philippine Development Plan 2022–2028, including the development of the 2025 Rules on the Statement of Assets, Liabilities, and Net Worth (SALN) and the Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA
