Cannot select Zamboanga City in the Local Jurisdictions

Zamboanga City is actually not administratively part of any of the three provinces, Zamboanga Del Sur, Zamboanga Del Norte, Zamboanga Sibugay.

Steps to Reproduce

1. Add term of service 2. Under Jurisdiction Level, select "Local" 3. Under Region: Region IX Zamboanga Peninsula 4. Under Province: Select any province to proceed with the City/Municipality 5. Under Municipality: NO ZAMBOANGA CITY available since it is not under any of these province.

Expected Behavior

Should be able to select cities classified as independent

Actual Behavior

requires selection of province
