Cannot add Picture of Official

Before, I can add picture of the Official, but now, only moderators and admins can upload photo.

1. The C4GG member uploads a photo of official 2. The moderator/admin approves the photo uploaded 3. The photo is added to the official's profile

I can upload a photo of official

Not allowed to add photo anymore
