Add last election/History vote counts per official

Use Case

we can now map out, the c4gg positive and negative feedback base on the vote statistics(per region/city). ex: let's say many users in c4gg added negative feedback for a senator official in NCR/Manila , but on the vote statistic it shows that it got a higher vote on the region/city. we can use this insight for some internal statistics.
