The Tax Reform for Acceleration and Inclusion Act, also known as the TRAIN Law, was signed by Rodrigo Duterte on December 19, 2017, as Republic Act No. 10963. The goal of this law was to adjust the country’s tax system. It reduced personal income tax for many Filipino workers while increasing taxes on products like fuel, automobiles, tobacco, and sweetened beverages. The government explained that the additional revenue would help fund infrastructure projects and social services for the public. Explanation From a citizen's point of view, the TRAIN Law was one of the most talked-about economic policies in recent years. Many workers welcomed the lower income tax because it meant more take-home pay every month. For ordinary employees, that extra money can help with daily expenses like food, transportation, and school needs. At the same time, the increase in excise taxes on fuel and other products affected the prices of goods in the market. When fuel prices go up, transportation and logistics also become more expensive. Naturally, businesses adjust their prices, and the public feels it through higher costs of basic commodities. Kaya maraming tao ang may mixed reaction dito. Some felt relief from lower taxes on salary, while others felt the pressure from rising prices. Positive View One clear benefit of the TRAIN Law is tax relief for many workers. Lower income tax means employees can keep more of what they earn. This can help improve spending power and support families financially. Another positive aspect is the intention to generate government revenue for national development. The additional taxes on certain products help fund infrastructure, healthcare programs, and social services. If used properly, this can strengthen long-term economic growth and improve public facilities. Negative View The main concern raised by many citizens is the increase in the cost of living. Higher fuel taxes can affect transportation fares and the prices of basic goods. Even if income tax is reduced, some households may still feel financial pressure if everyday expenses continue to rise. There is also concern about whether the additional tax revenue is managed efficiently. People naturally want to see clear results from the taxes they pay. Con View Supporters of the TRAIN Law often point out that it modernized the tax system and made it fairer for many workers. Instead of relying mostly on income tax, the government expanded other tax sources. The policy also aimed to support national development by funding roads, bridges, and public services. Cos View Critics argue that the law placed an additional burden on consumers through higher product taxes. They worry that inflation can hit low-income families harder, especially those who do not benefit much from the income tax reduction. Some also question transparency in how the collected funds are used. Short-Term Impact In the short term, workers benefited from reduced income taxes, giving them slightly higher take-home pay. However, increases in fuel prices and some goods created immediate adjustments in household budgets. Businesses and transport sectors also had to adapt to the new tax structure. Long-Term Impact Over the long term, the impact depends largely on how well the government manages the revenue collected from these taxes. If funds are properly used for infrastructure, healthcare, and social services, the country could see stronger economic development. If not managed properly, the public may continue to feel the burden of higher living costs without seeing enough improvement in services. Conclusion and Strategy Improvement Short Term Strategy The government should strengthen monitoring of price increases to protect consumers from unfair price manipulation. Support programs for vulnerable sectors, such as transportation workers and low-income families, should also be expanded to reduce the impact of rising costs. Clear public reporting on where tax revenue goes is also important. When citizens see real results such as improved roads, hospitals, and services, trust in the policy becomes stronger. Long-Term Strategy In the long run, tax reforms must remain balanced. Policies should protect economic growth while also protecting ordinary citizens from excessive financial pressure. Improving transparency in government spending is key. Regular public reports, independent audits, and stronger anti-corruption enforcement can help ensure that tax revenues truly benefit the people. Economic education and public awareness programs can also help citizens understand how tax systems work and how policies affect the country’s development. When people understand both the benefits and the costs, discussions become more productive and less divisive.

I don't like his stunts. If the witness is against the admin (BBM) he will just ignore it because as per him, it's just a hearsay. But if the witness is against the Duterte and if it is pro Marcos, he will likely invest his time and made sure that his committee will investigate it.
