President Duterte signed Executive Order No. 70 on December 4, 2018, institutionalizing a Whole-of-Nation approach to attaining inclusive and sustainable peace. The order created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and directed government agencies to address the root causes of armed conflict through socioeconomic programs and localized peace engagements.
